What is EuroStack?
EuroStack is a grassroots European movement of 400+ industry signatories, technologists, and economists calling for radical industrial action to build Europe’s sovereign digital infrastructure. It addresses the urgent need for technology independence across all layers: from AI and cloud computing to chips and connectivity.
The Crisis
Europe faces critical dependencies on non-European technologies that create security risks and compromise sovereignty. Due to structural fragmentation, Europe has fallen significantly behind the US and China. Without sweeping change, Europe’s reliance on non-European technologies will become nearly complete within three years.
What EuroStack Demands
Creating Demand: Government “Buy European” procurement obligations to incentivize investment in European solutions.
Creating Viable Supply: Pooling and federating existing European assets, supporting open-source solutions, and developing harmonized sovereign cloud standards.
Funding Strategy: A dedicated Sovereign Infrastructure Fund for capital-intensive areas like chips and quantum, complemented by the Digital Decade initiative.
Why Now?
Recent geopolitical developments have made strategic autonomy an urgent imperative. Industry is ready to invest—Europe needs to act decisively to protect its digital future.
